If your base metal and weld metal analysis P and A number is 1, preheat of minimum 79° C is 'recommended'

Dear experts,
Asper ASME31.3 table 330.1.1 preheating should be done for all thickness(79 deg C), if tensile strength of base metal exceeds 490MPA.In my project we have 2"OD  and 5.54 thickness with 510MPA tensile strength(Base metal).
 In this case whether preheating is require or not. Kindly give some suggestions.
