First please clarify your position. Are you on client side or contractor side. If you in the client side and not happy with the situation I feel you have valid ground to reject the works.

But as a solution I would raise an NCR and asked for all joint to be Radiograp and UT. In addition hydrotest 100 percent.

My contractor doing welding without approved WPS. Now they are completed welding around 50 tanks (Under Ground Storage Tanks) out of 100 no.s. 
 
Now the client is asking WPS, is there any way to solve this problem.
