The question that needs to be answered is - how was he allowed to weld the first tank without an approved WPS? Who was inspecting and clearing the work?

There might have been a default WPS that the same contractor was using at other similar jobs. If so, that would be a little relief.

My contractor doing welding without approved WPS. Now they are completed welding around 50 tanks (Under Ground Storage Tanks) out of 100 no.s. 
 
Now the client is asking WPS, is there any way to solve this problem.
