[MW:15212] UCS-79: Stress relieving after forming

Dear Experts
 
As per UCS-79: Stress relieving should be carried out if the fibre elongation is greater than 5%.
 
if vessel do not have PWHT, stress relieving should be performed "after forming & before any welidng on formed part"
 
My concern is if vessel have PWHT, whether the stress relieving heat treatment shall be performed "after forming & before any welding on formed part" or can be heat treated along with vessel PWHT?
 
your valuable guidance with code references will be highly appreciated.
