Cooper has very low melting point. It will melt before the steel filler metal. Cooper melts at 1000 degC while steel at 1475 degC. You should note that cooper is harmful for steel

In TIG Welding why Tungsten TIP is used rather then Copper TIP?I mean what is the drawback of Copper Electrode over tungsten electrode?
