dear Ali,
yes u can bore very well but the answer in not so simple.
u can bore with the dimensional restriction of B 16.5 
go to the WNRF flanges dimensiontable.
check the length though HUB which is called "Y" in table . 
while doing machining from inside the length through HUB dimension ( Y) getting reducing as you increasing the inside diameter.
check the tolerences. if after machining the flange meeting the required height . it will be acceptable otherwise Authorized Inspector will reject the flange .
i was in  a same situation 2 months ago . luckily after machining or flange meet the tolerance.

Requirement as per drawing: 3" S160 flange; Supplier has machined the complete bore (ID) of 3"SXXS flange and supplied.
 
Can we use this flange for ASME coded (U stamped) vessels as per ASME SEC VIII-1.
 
If not , kindly provide some Code reference.......
