The main advantage of restriction of weaving is to prevent slag entrapment at edges of weld edge. As weaving increases there may be maximum chances of slag entrapment since weldpool not remain longer in molten state which in virtue not allowed float the slag at surface. i.e maximum chances of overlapping of welding progression on solidified slag entrapped surface at any point of instant.

as per section 9, there is no restriction, but in construction code
like section 8,UCS in repair welding it weaving width is restricted
4Xcore dia of smaw electrode. it is good engineering practice to
restric weaving width to reduce heat input, and welder fatigue
