In ,my opinion looking at the  look of chemsitry and the photo it is a non heat treated bolt . Size appears to be about 1 inch and to get 8.8 grade and above it has to have some alloying elements and it should be heat treated ( quenched and temepered at least at 425 degree C ). In the instant case it has neither.It is a costruction grade material not automotive grade.
 
As Mr.U WYNN-NAING has pointed out photo of the head will give more clear picture.

We did PMI test on one unknown machine bolt from crane boom rest and result is as follow:

Can someone tell me how can we trace the steel grade base on this result.

Is there any software available?

Hi,  You are correct, Minimum refers to the one cycle for which this part will expose until final work shop PWHT. hence mill test certificate shall include this.  Max. SPWHT, refers to additional cycles of heat treatment that are reserved for future repairs during equipment lifetime.  Again, these simulated no. Of cycles shall be specified in MTC.  The idea is we need to make sure that steel mechanical properties are not compromised upon exposure to multiple repairs (i e 4 cycles in your case).  One could say, if steel is subjected to 4 cycles and is ok, then it should by defacto be good for one cycle, yet, this is wrong assumption cause mechanical problems and microstructure of materials varies accordingly based on no.
