first thing you should enquire why the paint is not dried , one reason
is not proper mixing, if the base-hardner mixing ratio is not proper,
suppose if the contractor use less hardener than the required one the
paint will not dry, i think barrier is zinc rich epoxy, so you can
repair, but one thing if the paint is not dried , we cannot do any
repair, they have to reblast , if they did the proper mixing, you
should call the jotun technical guy and ask for the solution.
As an inspector do not allow them to repait if the paint is not dry.
