If the full RT is mentioned then I think RT is not req. For nozzle welds uo to size 250 NB. So in yr case  RT is req for 350 and 500 NB flanges....but chek yr client specs also and service req....if 100% RT is mentioned then RT to be done for all weld neck flanges irrespective of size........
