Dear Devarajan,
My understanding, the correct interpretation is from website www.gowelding.com, that any P No. 1 to P No.15, P No, 34 or P No. 41 through P49 qualifies for all P No. 1 to P No. 15, P No. 34 and P No. 41 through P No. 49.
this interpretation I used in my current company for create welder certificate

The latest revision of AME Sec IX 2010 does quote as per your explanation. I was referring to ASME Sec IX 2002 when I was explaining about the QW 423.1. But, through my understanding, any P1 to P15F base metal qualifies for welder performance test for P1 to P15F, P34 qualifies for P34 and any base metal of P No. 41 to P No. 49 qualifies for P No. 41 through P No. 49. 

There is another interpretation from a website www.gowelding.com that interpretes that any P No. 1 to P No.15, P No, 34 or P No. 41 through P49 qualifies for all P No. 1 to P No. 15, P No. 34 and P No. 41 through P No. 49. 


Welder Performance Qualification (WPQ)

Materials 
The purpose of this test is to determine the welders ability to deposit a sound weld therefore the base material is not considered as critical as it is in the PQR. Hence a performance test on any material in P groups 1 to 11 approves all those groups and sub groups, also P34 and P4X (P40-P49). Providing a compatible consumable exists with the same F number used in the qualification test. (QW423.1)


Which one is the correct interpretation? 
Hope some one can enlighten me in this issue.

You never mentioned the welding process that you are going to use for the welding, but as per ASME Sect IX, all the available welding process has P. No as an essential variable, which means you cannot use P8 qualification record to qualify P1 WPS.
 
But, if you have a WPS of P8 - P8 and your intention is to qualify your welder for this WPS using P1 as your base material, you can do so by quoting
 
QW-423.1 Alternate Base Metal for Welder Qualification
- In essence, Welder Qualification using P1 base metal qualifies for P1 to P11 material as long as your filler wire/ electrode is equivalent as per your WPS.
