Preheat is one of the good tool to control an hardness try using 150 C -200 C preheat. that may work for you. Moreover there are some special NACE grade of consumables available.

Tube sheet material is HIC SA516, Thickness: 1" and 1.5" with J groove.
Tube material SA210 with 2.5 and 3.00mm thick.
Stength weld (first run with out filler wire and second run with filler ER70s2, 2.5mm dia filler.
Header: Closed type and welding from Plug holes.

I seek some guidance in the above.
Our Hardness for tube to tube sheet welding is coming above 250HV and the
desired value is 210 Avg.
Can some body explain me the below:
1) Which code clealy specifies the maximum acceptable value of hardness in
TTS welding.?
2) How to control the hardness without PWHT in TTS welding?
