Hello,

great and interesting question. I believe one solution could be that you do the destructive per heat on the heat o pipes being used for the forming of fittings. 

similarly only 1 fitting (from the heat or lot) may go thru the destructive tests under third part "witness". this shoudl fulfill the condition of 3.2 . Moreover the TPI will be comfortable to mention witness on the IRN

Since heat is getting tested for various properties under independent agencies,certainly the fittings TC can be endorsed as 3.2 certification.Pipe is a raw material for butt welded fittings which after forming and heat treatment is being confirmed through testing for its compliance to fittings specification like A234GRWPB,A420WPL6,A403 TP316 etc etc.All the key results being witnessed by independent agency by identification and stamping after veryfying the traceability, the endorsement of TC by them converts 3.1 TC to 3.2 TC.
