Traceability:  You need not have the Test certificate of a Pipe material from which Fittings are made. But, you need to have Test certificate for Fittings from the manufacturer of the Fittings. You shall have to ensure Physical traceability from Fittings to this Fitting TC.
 
3.1 to 3.2 converstion:
 
1) Chemical Analysis -,Need to do chemical analysis from independent lab witnessed by TPI,
 
2) Mechanical Testing : Tensile test, (Yield load, tensile load), , percentage reduction, elongation test and hardness test are are required as a minimum .
 
Impact test shall be done only if required by product spectification of fittings.
 
I suggest that you may avoid flattening test(if required by product specification) in agreement with client
