Hi Lassad,
 
To the best of my knowledge ASME Sec VIII, DIV-1 does not have  any clear requirement on the quality of water for hydro test. However 50 ppm or below is considered to be the good engineering practice for austenitic stainless steels and other austenitic alloys.
 
Some of the API documents  have clear requirements (see below). You may follow the guidelines below and decide the best for the vessels.
 
The chloride restriction is primarily to prevent pitting corrosion and any form of stress corrosion cracking which may get induced from the stagnated water. As the  maximum operating temperature is 21 deg C , it's not a very conducive temperature to generate for originating SCC in 316L S.S. However no one has control on service induced damages.
 
In absence of any client requirements I would think that 50 ppm criteria would be a good judgement call.
