There is no restriction of welding process/es in sour service environment, as long as the hardness levels are achieved (either as welded or as post weld heat treated) .SAW is  an excellent process, however one needs to know the weld metal properties for a particular wire+flux combination. beforehand. This is due to the fact that each flux is formulated specially to suit the various code and design requirements.Please see below how AWS-SFA 5.17 stipulates the wire+flux classification requirements. Hardness requirement is  not a standard requirement of AWS classification test.Suppliers have to report the same on the MTR for a batch/heat combination.
 
NACE SP-0472-2008(earlier RP-0472) mentions on type of  SMAW,GTAW and GMAW welding consumables which are exempted from weld deposit hardness testing(see below). SAW consumables are not covered under this clause. However there are wire flux combinations (medium Manganese Type wires and basic fluxes), which meet all the sour service criteria.
 
As regarding the acceptable welding processes/es, I would say all SMAW,GTAW, SAW are at par, provided the welding variables are properly controlled to meet ASME/NACE requirements.

I would like to know whether SMAW, GTAW welding process is better than SAW process for a sour Service?
I have come across NACE recommended practice that SMAW, GTAW is better than any other process, but requires more technical detail for the subject.
 
Hope to see all answers from all corners and defintely iam looking forward from Mr. Goswami to reply.
