Hi, Is it a cladding lining? or internal parts attached to inside of the equipment? If it is like a cladding internal,pls.refer section UCL of Section VIII,div.1.,it clearly specified that the heat treatment shall be done together with the SS or any cladding. if it is a internal parts to be welded inside,you can weld a pad plate with the same vessel material and go for the PWHT. After PWHT finished you can weld the ss316 parts with the pad plate as welded. Finally, If your customer accepts to proceed the PWHT with SS316 internal,you can go ahead.Normally customer/Project specification over rules all as they are the end user.I think your QC worried about the SS316 chemical properties after PWHT(corrosion resistant). this can be avoid by doing pickling and passivation after PWHT.
