One part of this question is not clear to me: do we talk about the oxygen content of the purge gas before it is used (i.e. Argon quality) or do you mean the residual oxygen concentration at the weld root during welding?
In Europe, usually not the oxygen concentration is specified but the heat tint that forms during welding is classified. So the specification is done via actual result, not via input parameters. For normal stainless steel applications, light yellow colour is permissible, for very demanding applications such as pharmaceutical or food, metallic white is required. There are (to my knowledge) no legal requirements of some sort.
The problem with specifying oxygen content alone is that the discolouration not only depends on the amount of residual oxygen, but also on other parameters such as heat input, material surface condition, and service reuirement, etc. So one oxygen content can produce various colours, some of them being acceptable, others not.
