you supposed to be say hardness test instead of NDE. because NDE is very wide. The other reason is: the PWHT was not really doing anything to the defect that you already know before (let say by radiography).

hardness test after PWHT looks to be something that it supposed to be specified in inspection testing plan and/or technical document. I ever ask a hardness test after PWHT to one of my contractor. I seen a different result before and after PWHT.

It is mentioned in ASME B 31.3,Appendix A,Page 141.it is stated

*For use under this Code, radiography shall be performed

after heat treatment
