so what is the point of using higher grade...?
Follow the requirements for welding C-Mo steels when welding (i.e. preheat, PWHT whatever) and use lower filler metal.
using higher grade is a waste of money....!!!

The higher grade base material may require the PWHT, not the consumable. Remember, the PWHT may mitigate the microstructure of the base material HAZ, What does your WPS require when joining the dissimilar materials?
