Any mode of transfer that gives you less heat input is better in these applications.
Spray transfer in GMAW normally gives better HAZ impact values...
I have tried spray transfer in many cases that PQR tests failed the specimens welded with short-circuit mode of transfer... It works...!!!

But whatever you do be sure to deposit the welds so that they "temper" the layer underneath, this way you can get ood results specially in repair-welding.

use dressing technique for cap run or deposit another layer atop the cap run and then remove by grinding...

PWHT improves HAZ toughness but normally it's useful for thicknesses above 1"

However as mentioned by Dinesh, voltage, current & travel speed as the important factors afftecting the heat input.
as per my past experience related to SMAW we used to control these factors by increasing the travel speed thereby resulting in good impact values. I am not sure about GMAW, whether this method can be applicable.
Another factor which effects the energy value is the choice of consumables.
