The higher grade base material may require the PWHT, not the consumable.  Remember, the PWHT may mitigate the microstructure of the base material HAZ,  What does your WPS require when joining the dissimilar materials?

Thanks for your immediate response, But our client finally decided ER70S2+E 7018 instead

of  ER80S-B2+E 8018-B2; Also same as SA210 C+SA213 T11.Is that any specific reason???

API 582  has a useful chart for determining the filler metal for the joining of dissimilar steels.  Be sure to apply the appropriate PWHT.
