dear sanu,

the impact test is generally mandotary for the low temperature services as at low temperature ( sub zero ) the amount of ductility get reduces & will cause brittle fracture in transition temperature.In order to  ensure the applicable material to use within that temperature  perform an impact test on LOW TEMPERATURE CARBON STEEL.

It is based on your PQR .If your pqr is qualified with the -50 c so you can use same WPS .If not you have to qualify an PQR as essential variable in procedure.( reference asme 9 )
