[MW:11728] effect of machining on non alloy steel plates (to reduce thickness) properties without coolant

Dear All
what can be the effect of machining on properties of steel to reduce
thickness of non alloy steel plates due to non-availability of
required thickness?
does machining with coolant help in any way?
effect on mechanical properties, metallurgical properties etc.
Please give your valuable suggestion.
