before you decide whether it can be substituted or not, first of all, please read far enough into your technical project specification.

besides the checking its mechanical properties and C content, please ensure the CEQ shall not exceed CEQ/PCM maximum. Occasionally, some client wants to make a restriction the content of phosphorus and sulfur.

I would like to suggest you to obtain client approval formally.
