u may try with solvents like tricloroethane, paint thinner, acetone,etc

It is case by case, depend on gasket type, because the roughness of contact gasket surface will be smooth.
Check also client requirement for gasket contact surface.
Anyway, better you ask to paint maker how to clean such type of paint.

Is anybody having repair procedure for this? It is acceptable to
remove painted flange serration area by wire brush.
