I hope I understood your question correctly and you are referring to the spacer rings which are used in conjunction with the blank spades.
 
After certain weight a "figure 8" spectacle blind is not recommendable (that weight is normally around 40 kg, but I've seen projects were it could go as high as 70kg). Then rather than having one only device with the "closed" part on one end and the "open" part on the other end you use 2 different components (blank spade and spacer ring). One of them is the "blank spade" and is basically a blank plate, sandwiched between two flanges, that positively blocks the line, when you take that away to make the line operable you have a gap between the two flanges. Then you require a "spacer ring" that is the same thickness of the "blank spade" but without any interference to the flow.
