Raja is correct. If impact test is not required and PWHT is sub critical, the qualified base metal thickness: 5 - 30 mm, because your test coupon having T (not "t") 15 mm. The maximum qualified deposited weld metal thickness for GTAW process: 2t = 12mm.

T is thickness of material from test coupon, not thickness of weld deposited. It appears u use the deposited welding metal thk for GTAW to qualify base metal thickness range.

No, The qualified thickness range will be 5mm to 30mm (If impact test is not required).
 
If you want to weld a 3mm thk, you have to qualify @ thk of less than or equal to 10mm.

 Means if i have to weld pipe thick 3 mm i can't use this PQR, i'm right ?
