Dear Vijay,
Gtaw will give you required impact but SMAW will not give the required value even at minus 40degC. The reason being the oxygen ,nitrogen in the weld.  I am not sure about minus 51 degC but definitely at minus 40degC you can get the required value by using E2594-15 electrode(basic electrode instead of rutlle -16). suggest control interpass to 100 degC max. Let me know the result.

GTAW filler wire used: Sandwik 25.10.4.L (AWS ER2594 )

In the Impact test(weld metal) we got only 8~10 joules. The client requirement is min 40Joules @51℃.
But the Impact values for BM and HAZ has more the expected.
We have maintained the interpass temp within 150℃ as per recommendation and the heat input calculated was within 0.5-1.5 KJoules/mm for all the passes.
Shieding for GTAW with Ar+2%N and also back purging was done.
What could be the reason for low value for the Toughness in the weld metal?
