Dear Vijay,
Gtaw will give you required impact but SMAW will not give the required value even at minus 40degC. The reason being the oxygen ,nitrogen in the weld. I am not sure about minus 51 degC but definitely at minus 40degC you can get the required value by using E2594-15 electrode(basic electrode instead of rutlle -16). suggest control interpass to 100 degC max. Let me know the result.
