Dear Srinivas,
According to AWS D1.1 table 4.2, impact test is not required for qualification of WPS irrespective of materials type and grade. But, AWS clause 4 part D 4.33 state that impact test shall only be applied when specified in the contract document. In order words, you may have to refer to contract document (your client specification) on this issue.
I want you to also note that Welding Procedure Qualification Record (WPQR) qualified for a particular client can be adopted by another client if the requirements of their specification are met by the qualified procedure, so it is advisable to include impact testing and ask the lab to report it in a different report if you are sceptical of the result.

As per AWS D 1.1 or ASME Sec 9 or En -- No impact test is required for welder qualification..This is supplement test to be carried out on specific application if the raw material is qualified for impact test..
 
Coming to your point.. impact test is not mandatory for A 36 -material - Hence it is not required to carry out impact test.. Suppose if you are going for S355J2 G3 or Sailma 350HI or IS 2062 Fe 410...it is advisible to carry out impact test during procedure qualification also...as the basic materials were meeting the impact requirements..
