Welding and heat treatment will definetly deteriorate the mechanical properties of the material. Check the design conditions and if the requirement is stringent (ie., factor of safety is less) then establish the properties.
 
Also check for simulation of heat treatment on material in the test certificate.

We have a seam less carbon steel SA-106 pipe spool duly Post weld heat treated.
Due to mis match, we had to cut two circumferencial welds and re done them. We are ready to conduct PWHT again, the question is do we need to re test any property of spool or place a test pipe and check properties again?
