Below clarification is from my experience..
 
Most of the time during valve testing shell and back seat hydro will be carried out in single setup.. Some times if you advise them to open the valve 100 % then every chances for the back seat bush to push against the packing area which may mask the back seat leak..
 
hence it is preferable to have partial opening of the valve.
