There is no ode Limitation. Yes you can use GTAW above SMAW. But why.
 
The deposittion rate and the speed will be of certain concern. Also the Heat Input.
 
Moreover the Weld metal thickness 2t range also need to be complied.

Hello experts,
is there any code restriction for using GTAW process above SMAW? and is it practical to use GTAW process as only a caping pass above the smaw process ?
