½ inch diameter—did you mean ½ inch OD or ½ inch NPS.

The welder is qualified to weld out side diameter from ½ inch (assumed
that the initial qualification done with ½ inch OD pipe) to unlimited.
Thickness qualified with GTAW is maximum 6mm. so he is not qualified
to weld 7.47mm thick pipe with GTAW alone.

What he can do is weld GTAW-6mm and balance with SMAW
There is no provision in Sec IX to combine the thickness for welder
