So it is confirmed that non of the ASME nor ASTM is specifying the hardness value of SA516, the reference than will be client spec. or even mill cert. only

As per the specification SA 516 Grade 60/70 Hardness values are not specified. For welded coupons, the values are normally specified in the buyers specifications. In most of the cases it is specified 250 as a maximum value (specified by the end users specification data). You may check up with your clients specifications for the requirements....
