Dear Vikas,

If you qualify your PQR with P1 Gr.1 material to P1 Gr.2 and get both material's Haz impact tested, then you can qualify WPS with
               * P1 Gr 1 to P1 Gr 1
               * P1 Gr 1 to P1 Gr 2
               * P1 Gr 2 to P1 Gr 2
(If you don't want to impact test both HAZ, use material which is dual certified as SA 516 Gr 60/70)


but if you have PQR qualified with P1 Gr 2 to P1 Gr 2 then you can't use * P1 Gr 1 to P1 Gr 1
                                                                                                         * P1 Gr 1 to P1 Gr 2

 This is my interpretation:-

For ferrous materials in table QW/QB-422, a procedure
qualification shall be made for each P-Number Group Number
combination of base metals, even though procedure
qualification tests have been made for each of the two
base metals welded to itself. 
(Is both P numbers and group numbers changing in this case (eg. P1G1 TO P2G2) or is only the group number is changing P1G1 to P1G2?
Assuming the first scenario, if one has 2 WPS 
1. P2G1 to P2G2
2. P1G1 to P1G1  
then also one needs to qualify a procedure for P1G1 to P2G1, which is obvious as change of p no. is an essential variable)
If, however, two or more
qualification records have the same essential and supplementary
essential variables, except that the base metals
are assigned to different Group Numbers within the same
P-Number, then the combination of base metals is also
qualified.
Assuming  if one has 2 WPS 
1. P1G1 to P1G1
2. P1G2 to P1G2  
then  for P1G1 to P1G2 combination is qualified by the above two WPS,
 In addition, when base metals of two different
P-Number Group Number combinations are qualified using
a single test coupon, that coupon qualifies the welding of
those two P-Number Group Numbers to themselves as well
as to each other using the variables qualified.
Assuming  if one has one WPS 
1. P1G2 to P2G2
 
then  the following 2 combination are also qualified by the above WPS,
1. P1G2 to P1G2
2. P2G2 to P2G2
3. P1G2 to P2G2

heat-affected zone is not required by other Sections. 
QW 403.5 APPLIES only when impact testing of HAZ is required by other sections?

back to my original question, I think even if I have a WPS FOR P1G1 to P1G2, I would need to qualify a wps for  to weld P1G1 to P1G1 and P1G2 to P1G.
