Generally, hardness shall be checked at the fluid contact surface. However, i suppose the hardness would had been checked on the unexposed surface. Normally, hardness on the root if it is single side weld is lesser than the hardness on the unexposed surface. As the root layer undergoes many heating cycles caused by the deposition of subsequent weld layers. Moreover, the hardness shall be always checked after grinding little bit of top layer/ capping pass.
 
You may run a coupon with similar parameters and perfom a test on the root side (Process side). If it gets passed, then you can convince your client.
 
If the hardness is to be checked on the outer surface which could be yours process exposed side, then grind the final layer, to an extent that it doesn't encrotch below the base metal thickenss, and perform the hardness test again at minimum two locations.

Just take 2,3 reading just near to high hardness value and check weather it repeats or not.If it does not repeat you can convince ur client.

Dears:
 
Could you please tell me what can I do to solve this issue?:
 
1.- HV hardness requirement for X-60 1" wt pipeline girth welds: 248 HV
2.- Of 15 measurements one value reached 285 HV .
3.- The weld is under water righ now.
 
How can we solve this?, I think just to support, because we can't take the pipe out.
