Starting with your basemetal analysis, the critical hardness @ coolingtime dt800-500 will be calculated.
When you know the minimal acceptabel dt 800-500, you can calculate the minimal heat-input necessary to avoid cracks.
When you establish this heat-input you can check what combinations preheat / heat-input in your situation (process / wallthickness etc) are realistic.
Now, try to satisfy your clients requirements as well.
