Hi,
UCS-56 2 (c) 5 is for vessel under UW 2 (Lethal service) and it is only for CRO not for base metal.
In your case your base metal thickness is 60mm(more than 32mm). if your vessel under UW2,you can do PWHT of vessel without CRO and do CRO after PWHT with Preheat as specified in UCS56 2 (c) 5.

that is if preheat (95 deg c) is there PWHT is not mandatory for thickness greater than 33mm

UCL 34
(a) Vessels or parts of vessels constructed of base material
with corrosion resistant integral or weld metal overlay
cladding or applied corrosion resistant lining material shall
be postweld heat treated when the base material is required
to be postweld heat treated. In applying these rules, the
determining thickness shall be the thickness of the base
material.
When the thickness of the base material requires postweld
heat treatment, it shall be performed after the application
of corrosion resistant weld metal overlay cladding or
applied corrosion resistant lining unless exempted by the
Notes of Table UCS-56.
(b) Vessels or parts of vessels constructed of chromium
stainless steel integral or weld metal overlay cladding and
those lined with chromium stainless steel applied linings
shall be postweld heat treated in all thicknesses, except
vessels that are integrally clad or lined with Type 405 or
Type 410S and welded with an austenitic electrode or nonair-
hardening nickel–chromium–iron electrode need not be
postweld heat treated unless required by (a) above.

 I just want to know that whether PWHT is required for CRO on SA516 Gr. 70 (60  mm thick) on the same part we need do SMAW+SAW weld with 60 mm nominal size (construction is as per ASME BPV SEC VIII DIV 1)
