Hi,

 At ist alone Normalizing doesn't reduce hardness,
You need to temper the material EN-24 below lower critical transformation temperture, that will reduce hardness to much lesser value.

Also when welding with SA 516 Gr. 70 plate, Preheat to be maintained during the welding.

For welding  unequal thickness plates, Please specify design code.

The main reason to reduce the hardness of EN-24 flat is, I want to weld it at some locations. But the welding is getting cracked.
 
I have just taken a sample and done Normalising of it.
 
The hardness values before Normalising are: 249, 244 HBW.
 
The hardness values on the same points after Normalising are: 404, 415 HBW.
 
The main problem is to weld the EN-24 flat (40 X 16mm thk.) with SA 516 Gr. 70 plate (6mm thk.).
 
Please tell me the solution for the same.

Why did you choose Normalising, what exactly did you do?
What you needed was Annealing in principle. But still a lot needs to be put together...

But the hardness increased instead of reducing.
 
Can U please suggest me the reasons for this and how to reduce the hardness of the material.
