Pipe thickness (i.e. schedule) is derived for the design pressure it is supposed to withstand. BAsed on design pressure hydrotest pressure is worked out. It is never vice-versa.
However you can work out the maximum test pressure using Specified Minimum Yield strengh (SMYP) of the pipe in question and use 90% of this value for calculation of test pressure.
