Hi!
Basically mechanical properties depends upon Chemistry of plate (Base metal) particularaly C % Mo % and subsequent heat treatment
Generaly With Qn + Tempering condition gives better mechanical properties copared to NR + Tempering
With 4 PWHT cycle, generaly UTS reduces and subsequently YS also ,in such case you may require to increase C% (Higher side of acceptable range) In your case you have to get confirmation from Mill,
as my experience, mill is reluctant to give suitable plate with 4 PWHT that to at 690C -700C with plate under NR +Temper condition

1) after re normalizing + re temperting
2) after re normalizing + re temperting + 4 pwht cycles
