In first case, You need not to cut and re-weld joint if you are sure that sufficient postheating has been performed.
In second case, It is advisable to cut and re-weld the joint. In case of power failure, you could have continued preheating by burner till the power executes again.

I have one more doubt... In the above situation what if welding and Pre-heating(coil heating) was stopped due to power failure for 2 to 3 hrs and the joint has to come to room temp. Should the joint be cut and re-welded?
