Dear Saeed,
As per Code Case 2235 UT instead of RT is acceptable for Thickness greater than 13mm.In ASME Sec VIII Div 2 2010 edition code case is part of code.You can do either TOFD or Phased array.Both Tofd or Phased array  is better than RT in case of higher thickness.
