Our experience is: phased array is much better than RT. RT could not clearly reveal the mico crack in the fir-tree design of turbine blades. But with phased array, we could get all the quantitative details (length, breadth, depth) accurately and could image the micro-crack also clearly.

Standards are silent about the replacement of RT by phased array UT.
 
My experience says that you will have to proove and convince your customer / TPI by demenstration that the defect detected by RT is equally detectable by Phased array UT.
 
 Ultimately it would be decision of your customer whether to allow or not...
