moisture might have trapped even prior to application of finishing coat (this -trapped water - would have come out on paint drying causing pin-holes), so preheat the steelwork to a 40 degC before application of finishing coats.

There can be many reasons for pin holes on top coat.Might be oil entraped.Perform Water Break test before Blasting of the surface for better results.
