[MW:8735] WELD NECK FLANGE DAMAGED IN SHOP

Good morning to all the communicators.

I have a preoccupation which concerns weld neck flange damaged during
the operations of transport after manufacturing of spools. These
flanges are various diameters (30 " – 60 ") number (35). After
inspection of these flanges by the quality control, it was declared
that these flanges will be repaired to the workshop of the
manufacturing. After these repair works, the contractor observed that
these works were not satisfactory.

During the coordination meeting, the engineering of the contractor
advised to realize the hydraulic test or pneumatic test in the
workshop, or on-site.

QUESTION:
Which one is the best solution, to make the hydraulic test on-site or
in workshop?
