Yes you are correct.
As per ASME Sec-IX, the Macro size of 10X to 20X is defined only for Tube to tube sheet welding.
But since the Macro picture will be too large for the Page to be printed, we get the photos of lesser magnification.

As per my understanding Magnification for Macro exmination and what is reported in PQR are two different things. Maginification is what we should be evaluating any specific macro-section whether it is Tube to Tube sheet or any other cut piece. While the maginification of macro photo graph attached with PQRs is defined by many parameters likes printing/page size etc. The person who evaluated it, must have observed the macro specimen at required magnification but what he reported is based on photograph size.
Please do correct me if I am wrong.

10x (also read 10X) is the limit for macro; the in-between magnification level choice is dependent on many factors related to the application, usually decided by the design engineer.
