Code allows. Refer Interpreatation IX-77-19 of ASME Sec IX;
        A welder qualfied in a given procedure and for a given max. thickness may weld on a pipe of greater wall thickness provided the thickness deposited does not excedd his qualification. However, the welder must follow a WPS that has a PQR qualification necessary to weld the full pipe thickness in production.
 
* Additional info, refer QW-306 of ASME Sec IX allows combination qualification for 2 or more welders in a single coupon

No not at all. no codes permit.

if a welder qualifies as per ASME sec IX. say 1o mm thk. maximum he can weld 2T ie. 2O MM ONLY.

not changing location , it never works .
try to requalify them. always try to qualify 13mm and above with multilayers then he will be eligible to weld unlimited thk as per sec IX. same time you have to consider which code you are using as per job requirement.
