No not at all. no codes permit.

if a welder qualifies as per ASME sec IX. say 1o mm thk. maximum he can weld 2T ie. 2O MM ONLY.

not changing location , it never works .
try to requalify them. always try to qualify 13mm and above with multilayers then he will be eligible to weld unlimited thk as per sec IX. same time you have to consider which code you are using as per job requirement.

Basically these 2 welders who are qualified upto 12 mm are welding 20mm thickness joint, but at any given location they are welding 10mm thickness.

Is this practice is acceptable.
